The tobacco industry keeps trying to re-enter the room: posing as a partner in the very crisis it created. Article 5.3 of the WHO FCTC exists to stop that. It recognises an irreconcilable conflict between profit and public health: the same companies that lit the match can’t be trusted to lead the response. Their “collaboration” strategies only slow action and weaken rules. Article 5.3 keeps the line secure so those who started the blaze can’t rewrite the safety code.
